I’m a field security specialist at GitHub, but above all I’m a passionate developer, especially of Java, Kotlin and the Web. I’m also particularly interested in application security (AppSec). I like finding/fixing security bugs, but also sharing and implementing best practices.

Since 2022, I have joined the MAGNET team at the Inria Center of the University of Lille, where I have mainly worked on the development of the DecLearn open-source library, which enables federated learning methods to be implemented or simulated. Since the start of the academic year, I’ve been working on a PhD on the generation of synthetic health data under constraints of confidentiality and diversity.

With a background in scientific research and teaching, Carole joined Dalibo in 2014 and, after managing the support and consultancy team, she will take charge of the project team and development activity in 2019.
Carole is also involved in organising PostgreSQL conferences and in the PostgreSQL community, having been a member of its Code of Conduct Committee.
Since 2022, Carole has also been an elected co-manager of SCOP Dalibo.

I am a doctoral student at IMT Atlantique in Nantes, and an R&D engineer at Smile in Asnières-sur-Seine. I hold an engineering degree in telecommunications from the Lebanese University and a Master’s degree from École des Mines de Saint-Étienne. My PhD research focuses on a model-based approach for multi-scale and dynamic distributed systems, specifically in the context of Fog computing. I have experience working on fog computing system and Devops aspects. Dr. Alessandra Bagnato is a research scientist and the Head of Modelio Research Unit in Softeam Software (Docaposte Group). She holds a Ph.D. degree in Computer Science from TELECOM SudParis and Université Evry Val d’Essonne, France and a MSc in Computer Science from the University of Genoa, Italy. At SOFTEAM, she leads the Softeam Software Modelio team research activities around innovative model-driven engineering methods in Modelio workbench in the area of Cyber-Physical Systems, Cloud and Big Data (like Horizon Europe MYRTUS, FOODITY and SOSFood , H2020 MORPHEMIC, H2020 Databio, H2020 CPSwarm, H2020 QRapids, H2020 CROSSMINER), GDPR and Privacy (H2020 PoSeID-on) and on measuring software engineering (ITEA 3 MEASURE).

Philippe Bareille is in charge of the Open Source policy at the City of Paris and a project manager in Innovation at the CIO’s office.
With a 10+year experience as a software engineer, Philippe Bareille is also the advocate and representative of Paris’ signature city services platform Lutece and its new service packs CiteLibre. Long-time passionate about open source software in the public sector in particular, where public money must contribute to financing public code, he manages the relationships between the internal development temps and the communities of users and contributors.

A lawyer at the Paris Bar, Adrien Basdevant is a specialist in data and AI issues. He co-founded Entropy, a digital law firm renowned for its support to major groups and start-ups in their innovative projects. A member of the French National Digital Council (CNNum), he teaches technology ethics and data regulation at Essec-Centrale Supélec. The author of several books, including L’Empire des données, an essay on society, algorithms and the law, he has also co-authored ‘Towards a Framework for Openness in Foundation Models ’ with Mozilla and Columbia University https://arxiv.org/abs/2405.15802

Pierre Baudracco is the founder of BlueMind, the French alternative to Microsoft Exchange/M365 and Google. Throughout his career, he has led some of France’s biggest Open Source messaging projects. Today, he is co-Chairman of the Conseil National du Logiciel Libre, Chairman of the Hub Open Source de Systematic-Paris Region and an expert speaker on Open Source business models.

Emmanuel Belo is a recognised professional in the geospatial solutions sector. He heads the geospatial solutions department at Camptocamp. With a strong focus on open-source GIS software, Emmanuel has been instrumental in driving innovation through custom IT solutions, Agile/DevSecOps methodologies, and the integration of advanced technologies such as GenAI into geospatial applications. He holds a degree in geomatics engineering from the Swiss Federal Institute of Technology Zurich (ETHZ). He works in Camptocamp’s offices in Switzerland, France and Germany, where he actively contributes to the development and deployment of cutting-edge geospatial tools and services.

Mohamed Mehdi Ben Aissa is a Data & Cloud Architect and holds a PhD from the Polytechnic School of Tunisia. Mehdi’s work focuses on distributed systems, data architectures and technologies, business intelligence, cloud computing and decision-making methodologies. He has spoken at a number of international conferences, including DataWorks Summit in Barcelona, Big Data Paris, Apache Kafka Meetup, Future of Data Meetup, QA Financial, Big Data World and Elastic{ON}.

I’m Principal Software Engineer at Red Hat, where I contribute to the Apache Camel project. Gaël Blondelle is an open source advocate with 20 years of experience. He joined the Eclipse Foundation in 2013 and is now Chief Membership Officer, driving collaboration in the open source community. In 2024, he joined the board of the Open Source Initiative. Previously, Gaël co-founded an open source start-up where he served as CTO, and led open source business development for a systems integrator. He also spearheaded a research initiative to build an open source ecosystem for embedded systems. At the Eclipse Foundation, his mission is to help organisations embrace open source, fostering innovation through openness and collaboration.

Alexis Bondu is a Machine Learning researcher at Orange Innovation. His areas of research are varied and cover machine learning (Auto ML), active learning, weakly supervised learning, time series, data flows and early decision making.

He is also responsible for the research part of the Khiops project, which is an Auto ML solution that has been developed internally by Orange for some twenty years, and which has now been distributed as Open Source for around a year.

The aim of this research work is to prepare the new functionalities and algorithms that will appear in future versions of Khiops.

Silona Bonewald is the Queen Bee at Leadingbit Solutions. Her experience in Open Source governance informed her work launching the IEEE SA OPEN platform, as its Executive Director, and continues to inform her work as a founding member of the Foundation for Open Source Ecosystems Technology. Previously, she was vice president of community architecture at Hyperledger, a global open source collaborative effort hosted by The Linux Foundation, where she integrated leaders in finance, banking, Internet of Things (IoT), supply chains, and manufacturing. She is grateful to share with and learn from the amazing groups at OSPO Alliance, CHAOSS, InnerSource Commons Foundation, Foundation for Public Code, Eclipse’s Good Governance Initiative, Government Blockchain Association, Global Business Blockchain Council and Open Forum Europe.

An open source software developer since 2005, Cédric got his start with the first Google Summer of Code and has been contributing ever since. Having worked in the LibreOffice, Libvirt and Salt communities, he is currently involved in the Uyuni project, particularly its conversion to the world of containers. Employed by SUSE, he also contributes to openSUSE by introducing students to free software through the Google Summer of Code.

Éric Bothorel has been MP for the 5th constituency of Côtes-d’Armor since 2017. After working as a quality director for IT services and distribution companies (Infopoint and then General Electric), he is now a member of the National Assembly’s Economic Affairs Committee. During the 15th parliamentary term, he was co-chairman of the study groups on cybersecurity and digital sovereignty and on the digital economy, data, knowledge and artificial intelligence, and is the author of several information reports on digital issues. He was the rapporteur for the budget opinion on telecoms and the ‘5G’ bill, and was also tasked by the Prime Minister with a mission on public policy on data, which delivered its conclusions at the end of December 2020. He was an auditor at the IHEDN, majoring in Digital Sovereignty and Cybersecurity (SNC).

Matthieu Boussard has over fifteen years’ experience in AI and machine learning. He currently works as Head of R&D at Craft.ai.
He obtained his doctorate in computer science in 2008, after which he spent three years in Japan doing research on AI in robotics. On his return to France, he decided to move on from robots to video game AI and joined a team to build explainable AI middleware. At Craft ai, he is in charge of R&D and coordinates research into trusted AI. In particular, he co-supervises two theses: one on confidentiality in synthetic data and the other on causality and LLMs.

Alexandre Brianceau is CEO of Rudder, a company specialising in open-source software for automating information systems.

Passionate about open-source technologies and culture, Alexandre has spent his career promoting and developing innovative solutions at Bull and the French Polynesian government.

Under his leadership, Rudder has become a key player in the field of operational cybersecurity, offering robust and reliable tools for the automation of systems infrastructures.

Alexandre is also a well-known speaker, regularly sharing his expertise and vision of the future of open-source software.

Amel Charleux is a researcher at the University of Montpellier and holds a PhD in Management Sciences, specializing in open source strategies. Her research focuses on the business models that companies can adopt when deploying open innovation and growth strategies through open source. In particular, she studies the impact of these open source strategies on the ecosystem of companies and their inter-organisational relations. She has particularly observed the competitive relationships within open source communities.

Simon CLAVIER has been in charge of the SNCF Group’s Open Source strategy since 2013.
He is convinced that a successful and sustainable digital transformation is achieved by acting cross-functionally within a “reinvented organization” [1], and by choosing technologies that we are capable of mastering.

Erik Da Silva is project manager and functional consultant at Arawa, a French specialist in open source collaborative solutions. He has been a member of the Free Software Foundation Europe since 2017. Previously, he was an open source expert at the ANCT’s Incubateur des territoires and worked on the roll-out of the digital inclusion scheme Aidants Connect. He was also a consultant on digital freedoms for the Agence Française de Développement.

Gergely Daroczi, PhD, is a passionate R user and package developer with 20 years of experience. With over 15 years in the industry, he has expertise in data science, engineering, cloud infrastructure, and data operations across SaaS, fintech, adtech, and healthtech startups, focusing on building scalable data platforms. Gergely maintains a dozen open-source R and Python projects and organizes an R meetup with 1,800 members, along with other local data-related conferences. He is the author of a book on data analysis and serves as a part-time Senior Lecturer at CEU’s Business Analytics program in Vienna.

Thomas David is currently head of the software engineering team at IGN (Institut national de l’information géographique et forestière). In this role, he supervises more than 100 developers and manages projects in areas such as geomatics and artificial intelligence, promoting DevSecOps and cloud approaches. He is particularly involved in defining an open source policy to raise awareness of the software developed by the IGN and encourage partnerships with communities.
In the past, he has held management positions within the Ministry of the Armed Forces. His assignments have covered a wide range of areas, with a strong focus on information systems security and an interest in implementing agile methodologies (Scrum, SAFe), as well as integrating cloud and Kubernetes technologies.

Primavera De Filippi is a Research Director at the National Center of Scientific Research in Paris, and Faculty Associate at the Berkman-Klein Center for Internet & Society at Harvard. She is the author of “Blockchain and the Law” published in 2018 by Harvard University Press and “Blockchain Governance” published in 2024 by MIT Press. Founding member of the Global Future Council on Blockchain Technologies at the World Economic Forum, she is the founder and coordinator of the U.N. Internet Governance Forum’s dynamic coalitions on Blockchain Technology (COALA).

Frédéric Desbiens manages the Embedded, IoT and Edge Computing programmes at the Eclipse Foundation, Europe’s largest open source organisation. His job is to help the community innovate by bringing together embedded devices and software. He is a strong supporter of open source. In the past, he has worked as a product manager, solutions architect and developer for companies as diverse as Pivotal, Cisco and Oracle. Frédéric holds an MBA in e-commerce, a BASc in computer science and a BEd, all from Université Laval (Quebec, Canada).

Virgile Deville is a civic technology entrepreneur. He co-founded Open Source Politics, the main integrator of Decidim, an open-source citizen participation platform. Since 2023, he has been advising the Direction Interministérielle du Numérique (DINUM) on its programs to foster collaboration with digital commons: the Accélérateur d’Initiatives Citoyennes (Beta Gouv) and the Fonds pour les Communs Numériques (La Suite). He teaches “Digital commons and public policy” at Sciences Po Paris.

Laurence Devillers is a professor of Artificial Intelligence at Sorbonne University and a researcher at the CNRS’s Interdisciplinary Digital Sciences Laboratory (LISN). She is responsible for the HUMAAINE chair: Human-Machine Affective Interaction & Ethics. Her main areas of research are human-machine interaction, emotion detection, spoken dialogue and affective and interactive robotics. She has taken part in several national and European projects on human-robot affective and social interaction. She is president of the Blaise Pascal association for scientific mediation in mathematics and computer science. She has been a member of national and international digital ethics committees and AFNOR. She has written several essays: Des robots et des hommes in 2017 and Les robots émotionnels in 2020. In 2023, she co-wrote a play with Serge Abiteboul and Gilles Dowek: Qui a hacké Garoutzia? about chatbots and memory. This play was performed for the first time in Avignon.

Moritz Duge is working at Allotropia as a Senior Developer & Relations Lead. He’s part of a team developing the web native ZetaOffice-JS API for LibreOffice, to bring office document based workflows into the web. Free Software communities, hacker culture & conferences have been a part of his life since 20+ years and he has an extensive history of DevOps and multilingual programming experience. Before his engagement in LibreOffice he has worked as Senior Developer and Technical Product Manager for IT security solutions, so he also has a strong focus towards keeping systems safe.

Gaël Duval is a software engineer and entrepreneur. He originally created the first “consumer-oriented” Linux distribution in 1998. More recently, he developed /e/OS, a completely de-Googled mobile operating system that respects personal data, which is marketed in Murena smartphones and cloud services.

François Déchelle has been head of R&D projects at Teclib’ since 2015.
He previously worked on IT security projects and several open source projects, including jMax, a prototyping environment for interactive multimedia, EyeDB, an object database management system and AGNULA, a GNU/Linux distribution for audio and music.
François holds a PhD in Computer Science from the Université Pierre et Marie Curie.

I’ve been fascinated by the oceans ever since I spent two years on a sailing boat with my family, and I built up my academic career to become a marine biologist. After a bachelor’s degree in biology and a master’s degree in oceanography, I completed my doctoral thesis on the behavior of fish larvae at Sorbonne University (UPMC).
Two post-doctorates later (at the University of Lille 1 on bluefin tuna behavior, then at the University of Miami (USA) on Lagrangian modeling), I joined Ifremer as a researcher in applied ethology.
I use AI for automatic recognition of fish behavior, to develop selective fishing gear with low environmental impact.

Fabio Alessandro “Fale” Locati is an EMEA Associate Principal Specialist Solutions Architect at Red Hat, public speaker, author, and Open Source contributor. His primary areas of expertise are Linux, automation, security, and cloud technologies. Fale started working in IT in 2004, giving him many years of experience, with many of them spent consulting for many companies, including dozens of Fortune 500 companies. He is the author of the books Practical Ansible, Practical Ansible 2, Learning Ansible 2, Learning Ansible 2.7, and OpenStack Cloud Security. Currently Data Scientist and Khiops product manager, I prefer to describe myself as a humble “pyramid builder” at the heart of this fantastic project based on the work of Marc Boullé. My career began with an in-depth PhD thesis in machine learning. I then transitioned to the industrial sector, notably joining Safran and then Orange, where I applied my machine-learning expertise to predict anomalies or defects and detect fraudulent activities.

With 11 years’ experience in the world of information systems, I work as a delivery manager and consultant on BPM technology projects and their implementation for major accounts.

Pierre-Yves Gibello has been involved in IT for 30 years, 25 of them in open-source, in constant collaboration with scientific research:
R&D engineer at Bull (now Atos), then at Inria, contributor to several FOSS projects, teacher at the Polytech engineering school, expert with OSEO, company founder and elected member of the OW2 Board for 10 years, then bearer of a research partnership between UGA (Université Grenoble Alpes) and Linagora, he joined OW2 in 2019 as a research engineer, before taking over its management in 2022.

Laurent Grangeau is Solutions Architect at Google. He is also the organiser of the Serverless Paris meetup, and co-organiser of the Kubernetes and Docker Paris meetups. He has developed in several languages, mainly object-oriented ones such as Java and C#. For several years now, he has been helping businesses to adopt the Cloud, as well as DevOps principles. François-Xavier trained as a telecoms and network engineer in the United States before setting up his own business in France. In 2006, he set up FactorFX, a hybrid integrator/publisher of open source solutions, of which he is now CTO. He has taken part in a number of systems integration projects and has developed, mostly on his own, several applications in a variety of languages (Access Basic, PL/SQL, Python, PHP). An electronics engineer with a doctorate in computer science, Edouard Klein served for 5 years as head of research and development at C3N, the Centre de lutte Contre les Criminalités Numériques, the national level of the Gendarmerie Nationale’s cyber system.
He worked on reinforcement learning and image analysis. He now divides his time between teaching, outreach and research. His research focuses on authentication in distributed systems and software reproducibility.

Marie Kreil is an open source and privacy advocate, campaigner and event organizer. She studied cultural journalism and researched new models for online journalism platforms. Since then, she has worked as a freelance journalist, campaigner, communications officer, infosec trainer and event organizer for various projects in journalism, privacy and open source. She is currently co-director of the Prototype Fund, a German fund for free and open source software.

Stéphanie Schaer, Ingénieure Générale des Mines, has been the Interministerial Director of Digital Affairs (DINUM) since September 2022.

A graduate of the École polytechnique (1997), she is also a graduate of the École nationale supérieure des télécommunications/Télécom Paris.

Her career path has been marked by stints at the Direction Centrale de la Sécurité des Systèmes d’Information (DCSSI, now ANSSI) from 2002 to 2006, then at the Ministry of the Economy, Industry and Employment, where she was a project manager for embedded electronics, then head of the software industry office in the Direction Générale de la Compétitivité, de l’Industrie et des Services in 2008.

She later became deputy regional director of companies, competition, consumption, labour and employment (Direccte) for Burgundy, then Burgundy-Franche-Comté. At the same time, in 2015, as an intrapreneur, she launched the government startup Signaux Faibles, which uses data held by public authorities to detect businesses in difficulty at an early stage and provide them with better support. This service, which has now been rolled out across France, has benefited from DINUM’s support programmes: Entrepreneurs of General Interest (EIG) and the Beta.gouv incubation programme for State Startups.

In 2019, Stéphanie Schaer became deputy director of Élisabeth Borne’s cabinet, first at the Ministry of Ecological Transition and Solidarity and then at the Ministry of Labour, where she was subsequently appointed head of cabinet. When Élisabeth Borne was appointed to Matignon in May 2022, Stéphanie Schaer became an adviser to the Prime Minister.

Abderrahmane Smimite, Ph.D., is a sharp cyber security practitioner with deep expertise in DevSecOps, Cloud Security, and Governance, Risk and Compliance (GRC). With a proven track record in creating and scaling cybersecurity programmes, he excels at leading security transformation initiatives. His extensive operational experience in security is complemented by his contributions to the open-source community, where he is best known for developing innovative tools such as CISO Assistant. Beyond his technical expertise, Abder is deeply committed to education, regularly delivering training and conferences on key topics related to cybersecurity, crisis management, risk management and compliance.

Alexander Smolianitski is Head of the OS-Products at ZenDiS, the German Federal Center for Digital Sovereignty. His career path ranges from working at a renowned PR agency to jumpstarting his own tech startup and serving as the CDO of one of Germany’s largest cities.

Alexandre SOUPPART is a software architect whose career has focused on secure and embedded development since 2010. His years of experience have enabled him to build up a strong expertise in solving highly complex software problems.

Catherine Soutoul is a seasoned public sector IT professional with over 20 years’ experience in the management and transformation of information systems. Currently Director of IT Systems at La Courneuve Town Hall, she has previously held strategic positions, notably at Pierrefitte Town Hall and the École Nationale des Chartes, where she oversaw major projects such as the dematerialisation of processes, the creation of network infrastructures and change management.

ADULLACT was founded in 2002 with the aim of supporting and coordinating the efforts of local and regional authorities to promote, develop and maintain a heritage of open source software that is useful for public service missions.

ADULLACT, a unique structure in Europe, is an initiative born out of the need to see an alternative to the proprietary licensing system, particularly in the field of business software.

By setting up open-source IT projects that meet the specific needs of its members and coordinating local skills, ADULLACT aims to give concrete meaning to the idea of pooling resources. With a simple conviction and principle: public money should only pay once!

Loïc Tetrel is a Lead Data Scientist in Kitware Europe’s Computer Vision team. He brings his competencies in Machine Learning and 3D modeling to the team, in particular in the medical domain. Prior to Kitware, Loïc was a Data Scientist in Neuroscience at SIMEXP lab (University of Montreal) where he worked on neuroimaging software, machine learning, and research data platforms. He has notably contributed to TensorFlow, Nilearn and Binderhub. He has also worked at Straumann Group as a computer vision engineer for 2 years, mainly on 3D reconstruction algorithms. Loïc holds an engineering degree from INSA Lyon, and a M.A.Sc from ETS Montréal.

Always attracted by the Free Software philosophy, Nico is now particularly interested in promoting open source and legal compliance challenges, notably through his involvement to the OSPO Alliance. Initially an embedded software developer and architect, he has been working on open source products for 19 years and has been involved in open source compliance for 13 years at Orange and Orange Business

Alexander Tur is the chairman and co-founder of EORIS, a French company based in Lyon specialising in information systems (IS) management. EORIS was founded by three childhood friends, including Alexander Tur, with the aim of pooling their skills and experience in the IT field. Dr. Freyja van den Boom is a cross disciplinary researcher focussing on the socio-legal and ethical impact in societies of disruptive technologies including AI and Data based innovations. They obtained their PhD with a dissertation titled “Driven by Digital Innovations: Regulating In-vehicle Data for Telematics Insurance in Europe,”. They received an M.Sc. in Sociology of Law and an M.A. and B.A in European and International Law from Tilburg University, Netherlands. Their research includes speculative (legal) design projects on inclusive AI futures, anticipatory governance, open science, and data sovereignty. They have collaborated, presented, published and performed across the globe.

Claire Verdier is a doctoral student in applied mathematics at OpenStudio. She specialises in the applications of artificial intelligence (AI) and is working on solutions to make AI more sustainable and frugal. As part of her research, she collaborates on projects related to optimising technological resources and reducing the environmental impact of AI. She is also involved in initiatives linked to the creation of a European standard for frugal AI, in collaboration with AFNOR. This is part of a movement towards a more responsible digital world, in which open source technologies play a key role in developing effective solutions while minimising environmental costs. As a data scientist, Claire Verdier works on projects such as automatic document processing (IDP).

Robert Viseur trained as a civil engineer in computer science and management, and holds a doctorate in engineering sciences. He is Head of the Information and Communication Technologies Department at the Warocqué Faculty of Economics and Management (FWEG). At the University of Mons (UMONS) in Belgium, he is responsible for teaching IT and innovation management to students in management, human and social sciences and applied sciences. His research interests include open-source strategies, open-source business models and the governance of open-source projects.

Nicolas Vivant has been working in the local civil service for 15 years, after 20 years in the private sector. Director of Digital Strategy and Culture (DSCN) for the town of Échirolles since 2021, he is the author of the ‘Échirolles numérique libre’ master plan.

In charge of the Information Systems Department and the town’s digital inclusion scheme, he is responsible for addressing the major issues associated with digital technology, including sovereignty, respect for personal data, the fight against digital divides, environmental impact, cybersecurity and ecosystem management.

Échirolles is keen to address all these issues in a practical way, and several years ago began a determined transition to open source software. It is also co-organiser of AlpOSS, an event that takes place every year.

Florent has been involved (both personally and professionally) in the FLOSS community since 1999. Professionally, Florent has worked for nearly 20 years in a consulting company as a Open Source advisor for large companies, helping them with software quality, Open Source governance, licensing, Innersource, as well as change management. Today, as Open Source Services Team Lead, he’s helping (new) Eclipse members and projects better understand, manage and master Open Source. He’s also an active participant in the OSPO Alliance and the Good Governance Initiative. On his personal side, he’s an administrator and board member at LinuxFr.org (reference french-speaking, community driven website about Free and Open Source software).
