The European Commission’s open source journey—what we do, internally and externally

The members of the Commission’s Open Source Programme Office (EC OSPO) and the Interoperability Unit of the Directorate for Informatics will present progress made in the past two years. The session will consist of two parts.

First, the OSPO team will show what has been done since the adoption of the reinvigorated Commission’s Open Source Software strategy in October 2020.

We will present the main milestones, which include the removal of legal and organisational barriers, and practical steps taken to move the Commission closer to a working culture based on the principles of open source.

In addition, participants will hear about:
– the FOSSEPS Pilot project on creating an applications catalogue of reusable open source government applications;
– the results of a study on finding and fixing Critical Software used in European Public Services; and
– our hackathons and bug bounties.

The second part of the session will focus on the ways the Commission has been supporting the EU  Member States in adopting  open source through the actions under Interoperable Europe Initiative and via Joinup collaborative platform and Open Source Observatory – OSOR.

We will present the OSOR  Knowledge Centre and its various guidelines along with the tools useful for the open source community  such as  the Joinup Licensing Assistant and Compatibility Tracker. We will also talk about a broader policy context, namely an upcoming proposal for a regulation –  Interoperable Europe Act – and its potential implications for open source in the public sector.
